NEW CIMS Platform and Training Opportunities
The changeover to a new CIMS platform is scheduled for July 27, 2026.
Currently, the new platform is still in the testing phase. Further details about the transition and upcoming training opportunities are noted below:

Information Letter on Transition & Training Opportunities
Texas Health and Human Services has published Information Letter IL 2026-19, regarding the transition to and training for the new Critical Incident Management System (CIMS) for 1915(c) Medicaid Waiver Program Providers.
The letter includes information on the transition to the new CIMS platform and how to prepare for the switch. In addition, they have also added links for providers to register for upcoming training sessions.
Training sessions will be from July 14-20, 2026. PLEASE DON’T MISS OUT ON THESE TRAININGS!
CIMS Provider Foundations: July 14th, 2026 Registration (1-2 pm central)
CIMS Provider Incident Submissions Training: July 16th, 2026 Registration (1-2:30 pm central)

CIMS:
HHSC has awarded the contract to a new vendor, which will mean changes to the CIMS process/portal.
The transition from the current CIMS (Critical Incident Management System) portal to the new vendor’s CIMS portal will occur on July 27th, 2026.
~ The new system will offer many functions not available under the current system, although not all ‘new’ or ‘improved’ functions have been completed.
~ Information one has already entered under the current system will be moved to the ‘new’ system.
~ The system will provide a status update. In other words, one will be able to see if their information has been
“submitted,” is in “review” status or “closed”.
~ In the near future, providers will be able to attach any documents required or requested. This is still being developed.
~ Before going live on July 27th, HHSC intends to test the system with certain providers. The testing period will be from June 22nd thru July 3rd.
~ The system does not apply to ICFs/IID. (They use CIIS via TULIP)
~ In addition to programs currently required to use CIMS, eventually, current requirements will be expanded to include all other programs classified as HCBS (including CFC, Managed Care, Adult Mental Health (AMH-HCBS), and YES Waivers).
~ HHSC is preparing self-directed training videos and related instructional information. We are not sure of the completion date for these tools.
~ CIMS will be included on the agenda for the monthly HHSC IDD Coordination Workgroup calls through the end of this year, which will allow for external workgroup members to provide feedback on the system and for HHSC to provide updates and answer questions.
~ HHSC recently posted notice of a June 9th CIMS demonstration. This demonstration applies to the current system – NOT the new system, which goes live July 27th.

CIMS: A new vendor has been procured – Deloitte.
The transition to current vendor will take 6 months with target date for completion August 1, 2026.
HHSC will conduct webinars and ad hoc meetings and publish bulletins and Information Letters to prepare providers for the transition between now and August 1, 2026.
