Effective April 1st, 2026, New Organizational Realignment for HHSC
Possibly these changes were made in anticipation of the outcome of the Sunset Advisory Commission’s report on HHSC or feedback received from both staff and stakeholders or a combination of both.
Additional changes could be made as the result of the HHSC Sunset bill that will be deliberated and passed by the 90th Texas Legislature.
The chart notes that some previous “Divisions” have been split into separate “Divisions” narrowing focus and workload.
Examples: Access and Eligibility Services, which used to be under the Program and Services Office, is now its own department headed by Molly Regan.
Policy and Regulatory has been split. So Regulatory Services is now its own “Division” headed by David Kostroun.
The former Division or Office of Program and Services has changed names, leadership, and functions/responsibilities. The Division is now called Behavioral Health and Aging and Disability Services with Jordan Dixon named as its Commissioner. You may know him from his previous position as Chief of the Policy and Regulatory Office.
Also of importance is that the Commissioners of all the Divisions report directly to the Executive Commissioner.

“As part of this effort, HHSC is bringing similar programs together under two divisions. Behavioral Health, Disability and Aging Services will better support the coordination of care for people with complex needs. Family Resources and Eligibility Services will streamline how eligible clients and families access services and programs. In addition, Regulatory Services will be elevated as a direct report to the executive commissioner.
The Office of Strategic Integration will focus on system priorities and connect work happening across the agency by bringing together data, planning and major initiatives. It will help ensure projects and priorities are coordinated across divisions, supporting shared goals.
For Texans, this change is about strengthening the client experience and creating a more connected health and human services system.
Other operational changes are being implemented to strengthen our internal administrative processes. ”
