Clarification:

Regarding SFY 2025 Financial Compliance Reports

HHSC is aware that some providers received a notification through the State of Texas Electronic Provider System (STEPS) indicating that penalties or enforcement actions may be imposed for failure to submit a state fiscal year (SFY) 2025 Financial Compliance Report (FCR).

Providers should disregard the warning related to the SFY 2025 FCR, which was due Sept. 18, 2026.

Remember:
  • Submission of the SFY 2025 FCR is voluntary.
  • HHSC will not impose penalties or enforcement action if a provider does not submit an SFY 2025 FCR.
  • Any STEPS warning indicating that penalties or enforcement actions may be imposed for failure to submit an SFY 2025 FCR does not apply.

HHSC is working to ensure providers receive accurate information about SFY 2025 reporting requirements. Providers may submit an SFY 2025 FCR, but submission is not required, and HHSC will not assess penalties for failure to submit the report.

  • HHSC urges providers to complete the SFY 2025 FCR to become familiar with the reports and STEPS.
  • The information one submits will NOT be used for any purpose other than providing feedback to HHSC as to adjustments which may need to be made to the reports going forward.
  • Read the highlighted section below.  One’s PEC in STEPS MUST match one’s PEMS email address.
