One of the ways the HCS Provider meets compliance for their Medicaid Waiver Program is by following our Texas Administrative Codes for HCS, which are often also referred to as “The Rules and or Regulations”.  Often the TAC can be confusing and easy to misinterpret for anyone new to the program or even those who have been with the HCS program for some time. It is filled with wording that I like to call “legalize”. The HCS handbook is meant to be a guide for the program provider and anyone at their facility providing “care coordination”.

The handbook explains what the HCS Provider is responsible for Vs. the LIDDA (Local IDD Authority) as well as the roles of different departments under HHSC that monitor the HCS program:  WS&C (Waiver Survey & Certification), UR & PE (Utilization Review & Program Enrollment), BPR (Billing & Payment Review Department) and what responsibilities the Provider has to HHSC.  Care Coordination involves many people at your facility.  “It takes a village” as they say.  Coordination of the individual’s care and services may involve Program Managers, Case Managers for the provider, Nursing staff, and many other persons.  Ultimately the HCS provider is responsible for all coordination of care for each of their individuals in the program. The HCS TAC and The HCS Handbook will serve you as  2 of your main resources (other than the HCS Billing Guidelines) to meet compliance and provide good care for your individuals.  This session is a great way to start providing services and to get a better understanding if you are already providing services.

***FYI-If you have had some recent citations related to the TAC and you are writing your plan of correction for WS&C, perhaps this training/webinar might be a good thing to note as part of your plan of correction and that you could provide evidence of having appropriate staff attend this session as part of of this correction!!   Also, my understanding is that this year the current TAC is being rewritten to correspond with the new Administrative Penalties Process and provide more guidance as to what surveyors will expect from providers.
