State Fiscal Year 2025 Cost Report Training Information From HHSC

HHSC announces the publication of Information Letter (IL) 2026-02 regarding the state fiscal year 2025 Cost Report trainings for Long-term Services and Supports (LTSS) Medicaid and Non-Medicaid cost reports.

With the transition to the State of Texas Electronic Provider System (STEPS), HHSC is transitioning from hosting webinars to providing new web-based cost report training within STEPS, which is now available as of today, February 2, 2026.

For:  Community Living Assistance and Support Services (CLASS), Case Management Agency and Direct Services Agency, Day Activity and Health Services (DAHS), Primary Home Care (PHC), Department of Family and Protective Services (DFPS) 24-Hour Residential Child Care Program and Single Source Continuum Contractors, State Supported Living Center (SSLC’s), STAR+PLUS Long-Term Services and Supports (LTSS), Home and Community-Based Services (HCS/HCBS) and Non-HCBS Providers

In accordance with Title 1 of the Texas Administrative Code (TAC), Part 15, Chapter 355, Subchapter A, Section 355.102, the Texas Health and Human Services Commission (HHSC) is “responsible for providing cost report training, general and/or specific cost report instructions, and technical assistance to providers.”

Important Note: Training Requirements for Users and STEPS Access Primary entity contacts, financial contacts, and cost report preparers will be required to complete the required web-based training module for the applicable cost reports before they are allowed to prepare, take action on, or certify the applicable cost report. The required web-based training modules are available within STEPS. Individuals can access published guides on the Transition to the State of Texas Electronic Provider System webpage, so they may view information and instructions on how to gain access to the new STEPS system

The HHSC Provider Finance Department website is updated periodically with new information and features. We encourage individuals to visit the HHSC Provider Finance Department (PFD) website.
